Either you set the explicit geometry when you start the terminal as in:
rxvt -g 80x24+0+0
Then have a style line in FVWM that fixes the size of the window:
Style Rxvt FixedSize
Or:
You can use the MaxWindowSize style condition:
Style Rxvt-Term MaxWindowSize 200 500
