What do you mean when you say "applets"?  Do you mean applications which
use systemtray notification or something?  Either way what you want to do is
use FvwmButtons and swallow FvwmIconMan (which is vastly superior to
FvwmTaskBar) and then in that FvwmButtons configuration just add a space, or
spaces for whatever else you want.
