Hmm, never saw an app do that before, but it did the same thing
to me.

It starts out sticky and remembers it's state.
I used a menu to unstick it,
then stopped and restarted it,
and it wasn't sticky the second time around.

If you have a menu that issues "Stick", use it,
then click on the window to unstick it and
you'll be good to go.
