Eh?  I can't reproduce this at all, no matter what version of FVWM I use.
If I use your example snippet and move the mouse anywhere in a pan-window,
the pointer stays where it is without moving anywhere across page
boundaries.

Can you please be more specific?  I appreciate it's a difficult thing to
describe.  Capture a video of what you're describing if you think it will
help, or draw a diagram of what you're talking about, etc.

The only thing which changed between the versions you indicated was
snapattraction stuff, which has nothing to do with what you're describing
above.
