Does that mean I need to install libXpm?
You haven't installed the wm-icons package.
fvwm-config --default-imagepath returns:
/usr/include/X11/bitmaps:/usr/include/X11/pixmaps
Your image path should then look like this:
/usr/include/X11/bitmaps:/usr/include/X11/pixmaps:/usr/share/icons/wm-icons:
