We are running both FW 4.1 and NGAI. We use only "ftp" as the service and do not put in the "ftp-pasv" or others in the services column. We also set our router ACLs to allow ports >1023 to connect to ftp server >1023. Found that the router ACLs were the problem with Windows connecting to ftp servers. Many ftp gui clients use passive ftp be default.
