In SecurePlatform FP4 there's a bug in backup script which doesnt restart $CPDIR/bin/cpd_admin after executing backupscript. Perhaps this is Your issue?

try if you can contact this port on the module from the mgmt-station:
telnet <module> 18191
if this does not work do a "fw unloadlocal" on the module and try again
...
is a NAT-device or firewall between your firewall-mgmt and module?
