Try unloading the local policy when you're consoled into the Nokia...Then try to push 
the policy.
That worked for me in a similiar situation.

Yes, SIC is fine, says its communicating, I can even get a status with
status viewer. No, this doesn't work even with a cross-over to the
management station.
