This happened on our machine for no apparent reason.
It had nothing to do with disk space.

I ended up backing up the config (R54 on Secure platform), reinstalling
R54, reloading the config, and upgrading to R55 HFA02.

The issue disappeared.

This problem usually when there are no space on your hard drive
The File is Full.
