I've also heard this on Express, i.e. you only need to license a single proxy if you had 600 users behind browsing through it. They do not directly pass through the firewalls ext/if thus do not count on license. A large number of companies were getting away with this for years anyway.
A user is basically an IP that passes through the f/w. 500 user lic basically means that 500 different IP's can pass through the firewall before you violate lic..
