Are you using traditional mode policies or simplified ? It will not work for me right now under a simplified policy, some weird things start happening.
Try cprestart command, I tried starting it manually with a traditional policy and it wouldnt work until I issued the cprestart command or rebooted the firewall.

Question: Did I miss some configuration item? Is there an issue with FullCluster-1?
