For whatever it's worth, I went directly from FP3 to R55 and then applied the hotfixes. The current hotfix for R55 is HFA06. I would say HFA04 is the minimum HFA for R55 due to security fixes.
If you're on IPSO, you'll have to make sure you're on a 3.7 version of IPSO before you can install R55. That will probably require an intermedate install of FP3 since I think IPSO v3.7 requires FP3 HF2 as a minimum before it can be installed.
