This isn't a Raptor limitation. Solution:
If you're using Symantec Enterprise Firewall (aka Raptor) up to 7.0.4 you'll have to use the static NAT.
If you have Symantec Enterprise Firewall 8.0 you can use UDP encapsulation and resolve this. I haven't tried this but I have discussed this solution before with other people who have.
Sounds like Raptor limitation to me! :-)
