Have you tried to reset SIC on the log server? "cp_conf sic init <password>"
Then try to re-establish SIC to the log server from SmartDashboard. Did that log server ever used to be a management server? Does the "Primary Management" appear greyed out in the Products section of the object props? Check the objects_5_0.C file and look for the object that represents the log server. Does it have :Management (true)?? or :Primary_Management (true)??
