I have got away with this by doing an upgrade_export/import of the CMA to a stand alone manager, both the stand alone and CMA were able to install policies to the same modules at the same time due to the SIC stuff being identical. I don't think this is supported and the correct way would be to do a re-set SIC for the new manager when needed.
