I experienced in both upgrades from R55 amd R54 to NGX R60 problems with the management station and enforcement after the successful upgrade ...... Same from R55 to R61 or R60 to R61. Because of this i always do i reinstall from scretch and import_import the stuff, it worked out best for me and the only reliable way to do it for me. This doesn't help you out much i guess, but you could consider doing the same since you got trouble after the upgrade. I don't know why checkpoint didn't fix the upgrade issues, maybe they're still unaware?
