File created with backup command can be restored using the restore command, this restores CP and the OS. If you have different hardware this may fail. Using the upgrade_export file you can load to any OS or hardware of your choice, make sure IP and host name are the same to avoid complications. Install the same FW version, packages and hfa that was on the old system and do the initial cpconfig, after this run the upgrade_import command importing your export from the old system. You have a choice to do this from a tftp server on initial setup but I have found the manual way to be more stable.
