For network status on splat, check with the ifconfig on eth3.
For the cisco switch, make sure the port are not shutdown. (I hope you already 
checked this). 

if nothing shows up in the mac-address table on the switch, then you have 
either a negociation issue or cabling issue. 

you also need to make sure the topology is up to date on the smartdashboard and 
you pushed the policy with this topology to the node. 

if mac-address is correct on the switch, then check with "arp -an" on the splat 
and "arp -a" on the PCs.
