I had the same issue on r75.20. I escalated to checkpoint TAC and they
advised to upgrade to Gaia.
But you're perhaps not interested in jumping to Gaia already.
If you still wish to find non english characters in your policy you can
search via your favourite text editor
from the files objects_5_0.C and rulebases_5_0.fws. Both are located in
$FWDIR/conf on splat/unix, or %FWDIR%\conf on windows.
