Thank you very much to everyone who helped me with my situation.  It
was, in fact, due to a low timeout setting in Rule 0 that resolved my
connectivity timeout issue.

The default for the $FWDIR/lib/init.def under the #define
FTP_CONTROL_TIMEOUT is to use the TCP_CONNECT_TIMEOUT setting under Rule
0.  We had it set to 120 seconds (2 minutes).  When we bumped it up to
600 seconds (10 minutes) we no longer lost connection to the server we
were connecting to after uploading/downloading our files.
