You need to use passive mode transfers.  Also you must go to your properties
and make sure that PORT commands, and Passive FTP are enabled.  If you are
running a ftp service on another port besides 21, then you must make a new
service of Protocol Type FTP that will handle the requests to the alternate
port.

We have setup secondary FTP ports on our IIS server. We can log onto the ftp
server, but if we issue put,get,ls,dir command we receive "500 invalid port
command". If we load MS Proxy client and route through the proxy server, all
is fine.
