I once had to do a direct replacement of a Cisco with ACLS with
a Fw v4.0 Nokia Firewall. I used the eval license (which contains the
routers option) 
to read in the ACL from the router.. All I had to do then was tidy up the
GUI version of the list into a 'proper' rulebase....

Lots of work saved :-)

I'm not sure whether the extra license cost is justified unless you've got
LOADS of routers to manage..
