I did face this a couple of times when I tried to install policy from a
management station
to a firewall module. When I checked the firewall I found the following
problems.
CPU 100 % (Upgrad the CPU, or shutdown unwanted services running of
the firewall)
Firewall Kernel Memory fully being used. (as reported by "fw ctl pstat") (
Increased the memory for the
firewall kernel module, refer to phoneboy.com on how to do this).
