As far as I understood, Stonebeat fullcluster does not need a dedicated management server. The management is only used to display the load on the nodes and to get nodes online or offline. You can run the fullcluster even without management at all by using one of the Clusternodes to perform this actions. The loadsharing is done by the firewallmodules without interaction with the management server anyway. So I don´t think it not important where your VPN-Managementserver runs. Is it mandatory to run it on the same machine as the FullCluster management system? I'd prefer to use an existing HP-UX server which doesn't support FullCluster.
