My own input on this:
Apart from above I tried looking some options like below:

->Linux kernel 2.x supports bandwidth management and QoS. Interested people may want to
look at that too. If they are ready to pass their traffic through Linux box. I haven't
looked into this deeply.

->If you are trying to control, bandwidth for your Web server, based on Directory,
<VirtualServer>, then I would say investigate on mod_bandwidth (Apache module). This
work very neat and I could control download speed down to very minimum and can
comfortably
type on remote server using 56Kbps modem line, while downloading stuff from
mod_bandwidth
controlled web server.
Since this is module, it may or may not be effective if you are already using other
apache
modules. Like this module doesn't care about cgi-bin area, that is handled by mod_cgi.
But
it is worth giving try.
