It's probably -

no ip route-cache

rather than ip route cache off

I don't know if turning the route cache off has the effect of clearing the arp
cache, but the command

clear arp

will almost certainly do the trick

They're using a pretty old IOS, I'd bet. I think the timeout is about 4
minutes. Ask them to do 'ip route cache off' on the interface or
subinterface which faces you.
