Hi,
I created CP FW-1(not VPN-1) in Beijing two month before.
At first you have to contact Reseller in China about the VPN-1 has a license
for
selling by China government.(I think VPN-1 might have a license I don't know all
encryption algorithm is permitted or not.)

But from China to other country is restricted by China goverment.
For example if you are in China and you want to connect to Internet, your have
to go through the China Net.
#Because China Net has a filter to some web site(ex: www.cnn.com )

Is it legal in French law that restrict to use any encryption?
(Sorry I have no knowledge about French Law.)
