First, did you apply your access list for INBOUND or OUTbound traffic on
the interface?
Second, the access list is going to be read sequentially, from top to
bottom. Are you sure there isn't a rule above this one which is permitting
this traffic?
Lastly, once you apply an access list, there's an implied "deny all" at the
bottom. The only reason you need to add a deny statement, is to block a
subset which is getting through because of an earlier permit.
