Simply look up the owner of the IP address range at ARIN (or RIPE etc.), the
authority over official IP addresses (query interface at
http://www.arin.net/whois/arinwhois.html)

The input of the IP address of interest to you gives:

I guess you should contact the ICG PST hostmaster if you are interested in pursuing
the case. The system in question is a RedHat Linux machine btw. How I found out? I
accidentally pasted the IP address into the wrong field (browser address field
instead of the HTML page's form field) and got an according web page.

PS: The MAC address most probably is the one of your (next) router and thus of no
further interest.
