Policy properties / Allow firewall-1 control connections. You should also
uncheck the other checkboxes there and rather make rules for those you need
according to checkpoint's advice.

I am seeing in the log, connection sourced from firewall external interface
to remote web surfur's machine, through port 261. and communication is
allowed by rule 0.
Any idea where is this set? how can I disable this?
