The first thing you should block is DNS.
   
   NS1.NAPSTER.COM              208.184.216.239
   NS2.NAPSTER.COM              63.108.185.111

But this is really a game you can't win. The Internet is too big for you
(or anybody) to police. Instead you should focus on something smaller,
that you *can* control, i.e. your user group. Write an Acceptable Use
Policy that forbids the use of file sharing services and take away their
Internet privileges (or fire the person) if they try it.
