The way I see it as that the two products (IP440 and IP650) are very similar
in performance. In my opinion though, if you are going to have multiple
firewalls at the layer in question there is no reason not to go with 440s
either load balanced or in an HA configuration. But if you are going to
just have one firewall, then I would go with a 650 for some of the more
redundant features it has.
In terms of your performance questions, there are two things I know about
this. From what I understand a new version of Nokia IPSO should be arriving
shortly that "drastically" increases Firewall-1 performance. (There should
be some more info on the Nokia IPRG Support site in addition to the
Firewall-1 performance numbers on the CheckPoint.com site being recently
updated to reflect the new IPSO release.) In addition, new Nokia IP440s and
IP650s are shipping (or will be) with some new chips. Don't quote me on
this, but I believe they are moving the IP440 from a 333mhz Celeron to a
600mhz PIII, and the IP650 from a 450mhz PII to a Intel Coppermine (not sure
of the speed.)

If I remember correctly, the main difference between the 440's and the 650's
is that the 650 has hot-plugable pci. The throughput was only marginally
different (maybe 10mbps).
