All set. The resolution is:
edit lmhosts and add:
1.2.3.4 winsserver1 #PRE# #DOM:DOMAIN
1.2.3.5 winsserver2 #PRE# #DOM:DOMAIN
Not sure if it matters, but winsserver2 is also the PDC for DOMAIN.
This fixed both NT 4.0 and Win2k.
