I'm not familiar with IPSO, but i assume that it is at least partially
based on ISC's dhcp package. One which I've experienced many problems with
it not dropping leases. In which case I just manually delete
leases. Should be located in /var/db/dhcpd.leases. I wouldn't even be
surprised if you saw where it had given the same machine a different IP
many times.
