Yes - use 'cp' in *nix or 'copy' on NT :-)

The rules live on the fw mgr in the $FWDIR/conf
directory. You can copy the individual files by
name(what you call them in the GUI.) The one's
ending in '.W' are what the GUI saves and the
'.pf' are the generated Inspec scripts from the
'.W'.

The file 'rulebases.fws' is all the rulebases compiled
into one file.

All the above mentioned files are in ASCII, so you
view/_modify_(careful) these at will.
