Yes, but it won't work for NAT applications.  Local.arp is the only way to
get NT to PROXY arp.

Can't you simply run the arp -a or arp -p command on your firewall
and add the arps?

Hi all

I've added a second static-mapped NAT host to my NT FW-1 v4.0 firewall
copying the same steps that I used for the first (as per Phoneboy FAQ), but
a reinstall of the rules does not pick up the addition to local.arp, so
incoming packets for the new address are not received by the firewall. I've
even removed from local.arp the one that's working and reinstalled the FW,
yet the deleted entry is retained. What do I need to do to register changes
to local.arp?
