Can CheckPoint, with NAT, honour QoS @ layer2 and/or layer 3??

I need my firewall to honour layer 2 and layer 3 QoS.  I have to provide
three different classes of internet access.  High, Medium and Low
priority.  All of my routers enforce the QoS, but it doesn't matter
because the contention for bandwidth is going to be in the internet
connection.  SOOOO..... I need to enforce the QoS on the firewall.  Right?

(As I understand it, I could put a router between my firewall and my
Internet connection.  My boss doesn't want to do that  $$)

(I don't want to have to purchase Floodgate, but I assume it can do this?)
