I believe IPSO 3.2.1 and prior could only utilize 256mb RAM

How much memory do you have ? Sounds like you might only have 64k ?
I run all mine at 256k or more to avoid problems. If your running
VRRP and any VPN or any other routing protocols you can't like
in 64k.
