[FW1] 4.1 sp3 Manual Ipsec broken

I have been playing around with manual ipsec in 4.1 sp3 and just wanted to
verify with some peers.

I cannot get it to work in 4.1 sp3.....
anyone having better luck ?
or is it just a "feature" :)
