Tony,
Most likely you don't have correct static routes in place.
You should make sure that the firewall has the following static routes:
destination: public address of the server
gateway: private ip address on the server
for every static NAT rule.

I have about 20 servers accessible from the internet by static NAT.
Sometimes, when i ping these servers from the internet, I get a timeout and
then a reply and then a timeout. Then when i try to ping it again, i will
get all replies.
