The rule should look like that:

source          dest                                                    services 
       
internal        any (or specific pop3 servers is recommended)   pop3

The way you are describing it, you open a rule to the firewall. The firewall is not a pop3 server. Traffic for pop3 needs to go through the firewall to the Internet.

Also keep in mind that some ISP's doesn't allow pop3/smtp from other but their ip address space, so you may run into this problem as well.

I have several people that visit our office but are not part of our domain
and want to retrieve their mail from their provider. When they try they get
denied. how do I set the rule to allow users internally to retrieve mail via
pop3. I've tried several ways but it doesn't seem to work. I thought it was
from internal any to the firewall allowing pop3 , but I get the following
error:

"...Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10061, Error
Number: 0x800CCC0E"
