I had this in the past, what the problem was with our config is
that the Enterprise Management did not include encryption, we had
a CPMP-ESC-U-V41 instead of a CPMP-ESC-U-DES-V41 license.

Hi All,
I am trying to create an FWZ VPN between 2 firewalls.
The first (4.1sp2 nt4 sp6) I have configured fine. The second (WIN2K,
4.1 unkown sp as yet) there are no encryption options on the vpn tab
of the firewall object.
I am in the process of getting an fw putlic result, can someone let me
know if they have seen this before, and also what the licensing
issues/procedures are? I thought that any version of 4.1 had a type of
vpn functionality built in.
