The incubator does not have every single file in the ZF, only files that
are currently being worked on beyond the scope of just simple bug fixes.
If you want to use the incubator the best way is to set your path up
with the incubator path first, then the normal zend path, this way if it
exists in incubator it will be used otherwise it will fall back to the
normal trunk.
