I have to say I did not think to a case like this one....
I need to do some testing now to know if I have to forget my idea or not...
I will tell you if I have found a simple way to handle such a case...

Okay, let me be clearer:

Let's see we have the following URL

/foo/bar/foo/baz

What if I'm trying to do the following:

action: foo
parameter1: bar
parameter2: foo
parameter3: baz

How would you get the router to know that I want to use the structure
above, not the "key as array" you are looking for?

I guess what I'm trying to say is that I cannot think of a reason to
do what you are wanting to do, which does not mean what you want to do
is not valid.  It just means I would never do it that way. :)
