I think it is up to your discretion. As you said, there are no clear answers in the documentation.

In reality, there should probably be some kind of objective policy based on dependency. Maybe when the "parent" classes are required (e.g., require_once) in order for the class to function?

A quick poll about naming conventions following ZF-1275:

Should a class like Zend_Http_CookieJar be renamed to
Zend_Http_Cookie_Jar, considering the facts that on one hand, some
people find the current name confusing, but on the other hand,
Zend_Http_CookieJar is not a logical or actual subclass of
Zend_Http_Cookie, but rather serves a whole different purpose of
containing Zend_Http_Cookie objects?

What do you think? I couldn't get any clear answer from the docs
regarding this.
