Actual Chapter 18.2.6
This is a list of localized timezone names where the returned key is the php
and Zend_Date timezone.

Trying to construct a simple Select with all the time zone data that an
average windows user would see in the clock / timezones.
Does Zend provide this as a method in Locale - from the CLDR Data?
I know PEAR has something in PEAR_Date but basically looking for a quick
win on this.
Any suggestions on this would be appreciated
