I want to chime in here as well. Until the past couple months, many of
the components on which a component such as Zend_Form would be built
either didn't exist or were not yet stable. As an example, the
Zend_Validate, Zend_Filter, and Zend_Filter_Input components have only
finally reached stable APIs in the past few releases; I also envision
the Zend_Form solution likely using something such as the FlashMessenger
or implementing its own action helpers. 

So, my point is that Zend_Form is going to be gluing together a variety
of existing components, and it hasn't made sense to invest time into it
until those components are stable. I agree with Andi that after 1.0.0,
this will become a major push -- in part because we'll finally have the
infrastructure stablized and ready for it.
