ZF has a policy that we cannot depend on PEAR packages, or utilize code
from PEAR packages unless the copyright holder licenses the code to the
ZF project under the terms of the CLA.

Any individual developer's application can employ both ZF and PEAR
packages, but that integration is up to individual developers to manage.
