A fatal protocol error can also relate to the PHP install itself. :-(
At least on FreeBSD (when installed through ports) there are several
issues you can run into and the generic response on bugs.php.net is -
"fix your PHP, it's broken".
Anyway, I'd open an issue for this since you've tried a lot and maybe
the author of Zend_Mail_* should look into this since I guess he has
more mail-fu than most of us. :-)

You said it was the XAMP install? Anything else I'd need to know to
build a similar setup to test this?
