I think "best practises" and methods to "quick start" applications would be far more useful to the project than trying to develop an Open Source CMS for ZF at this stage (which is a pretty ambituous aim in any case).
Things like Zend_Form, Object Relational Mapping and Scaffolding would be very useful for fast development. Though I seem to recall some reluctance to look at ORM at present for ZF. Documented best practises on techniques for larger app development would be great. I guess that kind of thing will start to develop as more people use ZF anyway.
